Social platforms have offered parental controls and screen-time tools for years. The problem is that optional safeguards only work when people actually turn them on. In a recent appearance on NBC10 At Issue, SEVN-X CEO Matt Barnett broke down how new teen protections described by Meta shift that model: more restrictions are expected to be applied by default, with parents required to actively override them.
The important change is not simply adding more parental-control features. It is moving protections from “available if you enable them” toward “active unless a parent overrides them.”
What Meta’s new teen safeguards are designed to change
NBC10 introduced the segment in the context of a multistate settlement involving Meta, the parent company of Facebook and Instagram. NBC10 reported that Meta agreed to an $18 billion settlement without admitting wrongdoing and said it would establish new daily limits and access restrictions for teen users.
Matt focused on what those changes mean at the user level. He noted that previous features such as “Take a Break” were available, but adoption was extremely low. In the interview, he cited a figure of just 1.8% of teens using those existing tools.
Firmer daily limits
Matt described a two-hour daily limit if Meta implements the system on its own. He added that broader participation from platforms such as TikTok could reduce that limit to 60 minutes.
Parental override
Instead of asking parents to discover and enable every protection themselves, the new approach would require parental consent to override certain restrictions.
Blackout windows
Matt said the rollout is expected to include overnight restrictions from midnight to 6 a.m., along with restrictions during school hours on school days.
Why “on by default” matters
The difference between an available safeguard and an active safeguard is enormous. A control buried in a settings menu can technically exist while having almost no practical effect. Moving a restriction into the default experience changes the burden: instead of requiring a parent to find and enable the protection, the parent must make a deliberate decision to remove it.

That is a familiar principle in cybersecurity: secure defaults outperform optional protections that depend on perfect user behavior. The strongest control is often the one that is already working before someone remembers to configure it.
What parents should take away from the change
In the segment, Matt emphasized that many parents had not been taking advantage of the controls that already existed. The expected rollout changes that dynamic by putting more responsibility on the platform to enforce baseline limits first.

Parents should still treat app-level safeguards as one layer, not the entire strategy. Platform defaults can reduce exposure, but they do not replace an ongoing conversation about how, when and why teens use social media.
The practical win here is friction: fewer unlimited sessions by default, fewer late-night access windows, and a clearer point where a parent has to make an intentional decision before restrictions are loosened.
The bigger cybersecurity lesson: defaults shape behavior
The same pattern appears across consumer technology and enterprise security. Controls fail when they depend on every person making the right configuration choice every time. Stronger systems start with safer defaults, introduce friction around risky actions, and require a conscious override when someone wants to weaken a protection.
Whether the issue is teen social-media use, employee access, account security or exposure of sensitive information, the design question is similar: is the safer behavior the easiest behavior? Matt’s NBC10 discussion is a useful example of technology policy moving closer to that principle.
